Lagos partners EFCC to tackle real estate fraud, protect property buyers

The Lagos State Government is strengthening its partnership with the Economic and Financial Crimes Commission (EFCC) to combat fraud, improve transparency and restore confidence in the state’s real estate sector.

The collaboration, being done through the Lagos State Real Estate Regulatory Authority (LASRERA), is aimed at identifying, investigating and prosecuting fraudulent practices that have continued to undermine property transactions across Lagos.

The initiative was announced during a working visit by officials of the Lagos State Ministry of Housing to the EFCC’s Lagos Zonal Directorate, where both organisations reaffirmed their commitment to closer cooperation in tackling property-related financial crimes.

According to the Permanent Secretary of the Ministry of Housing, Abdulhafis Toriola, the partnership forms part of the state’s broader strategy to build a transparent, secure and investor-friendly real estate market.

Targeting Fraudulent Practices

The collaboration will focus on investigating and prosecuting fraudulent estate developers, agents and individuals involved in illegal practices such as property flipping, document forgery, land scams, multiple sales of the same property and other forms of real estate fraud.

These offences have resulted in substantial financial losses for homebuyers and investors while damaging confidence in the property market.

Officials said combining LASRERA’s regulatory oversight with the EFCC’s investigative and prosecutorial powers will strengthen enforcement and improve compliance across the sector.

The agencies also intend to improve information sharing and coordinate efforts to detect and prevent fraudulent transactions before they affect the public.

Strengthening Investor Confidence

Toriola said the Lagos State Government remains committed to promoting professionalism, accountability and ethical conduct within the real estate industry.

He noted that stronger enforcement measures will help protect genuine investors, improve market transparency and discourage criminal activities that have eroded public trust in property transactions.

Representatives of the EFCC acknowledged that real estate-related complaints constitute a significant share of financial crime cases handled by the commission.

They expressed confidence that deeper collaboration with LASRERA would improve the investigation and prosecution of offenders while strengthening public confidence in the sector.

Implications for the Housing Market

The partnership represents an important step towards improving governance within Nigeria’s largest real estate market.

Fraudulent property transactions have long discouraged investment, delayed housing delivery and exposed buyers to significant financial risks.

Stronger regulatory enforcement could encourage greater investor participation by reducing uncertainty in property transactions.

Developers operating in compliance with regulatory requirements may also benefit from increased public confidence and a more transparent business environment.

The initiative complements ongoing efforts by the Lagos State Government to strengthen regulation of estate practitioners, improve compliance with registration requirements and promote ethical standards across the property sector.

A more secure regulatory environment is expected to support sustainable growth in housing development and real estate investment.

Outlook

The effectiveness of the partnership will depend on sustained collaboration between LASRERA and the EFCC, timely investigation of reported cases and successful prosecution of offenders.

Strong enforcement, combined with public awareness and improved regulatory compliance, could significantly reduce fraudulent practices in the property market.

For Nigeria’s housing sector, the initiative signals growing recognition that effective regulation is essential for attracting investment, protecting consumers and supporting long-term growth.

If successfully implemented, the collaboration could become a model for other states seeking to improve transparency and accountability in their real estate markets.  (NHM)
