NNPCL to partner private investors to revive its four refineries.

 

Abuja, Nov. 25, 2025 – The Nigerian National Petroleum Company Limited (NNPCL) is to partner with private refinery operators to repair and maintain its refineries, leveraging their technical expertise.

Bayo Ojulari, Its Group Chief Executive, disclosed this in Abuja on Monday during a press briefing.

He said the NNPCL planned to take advantage of technical expertise of the private investors to revive is four refineries

The NNPCL boss said the agreements with the private investors would be finalised by mid-2026.

“By the middle of next year, we will have agreed and defined the partnerships, the technical partnerships, the new relationship, the new contracts. Everything will be in place,” he said.

Ojulari said that NNPCL would go into the partnership strictly as a commercial entity to allow private operators with proven refinery expertise lead the day-to-day operations, while NNPCL provides strategic support.

“Our intention is to partner as a business, not as government. They bring the technical capacity and resources, while we complement with the capability we have,” he said.
